Yes, because when you get mugged, your cigarette may fall to the ground and eventually start a fire. :P

Not necessarily, someone upstairs might flush the community toilet and because of the broken plumbing/clog, whatever, the water runs down the stairs. That would put the cig out quickly, and wash it out to the curb next time someone opens the door. You can always tell who lives in this building, because their feet always get wet when they reach the bottom of the steps.
