The clothes almost look like the old Worker Clothes that used to be sold at Sears. Now, that type of clothing seems to be mostly like the kinds of clothes that security guards wear, or people who are compelled to wear some kind of uniform that identifies them as "worker".
I wonder if this man works a job and is still homeless. This is not uncommon. We're probably #1 in that too, here in the USA.
That's what they are, yes! They're reminiscent of the Soviet propaganda posters, which is blackly humorous given his situation.
It's becoming more common for poor people in the UK too. I see more rough sleepers than I did when I moved here in 2004 - there were almost none then, even in the deprived areas of London.
