I was wondering about that too. The bridge is 6 lanes wide, so that "bird" would be bigger than a car. Even a light or camera isn't that big. It must be some kind of combination of instruments: cameras, radar, signal light, maybe a weather station. I looked on google maps, and it looks like some sort of instrument, but it's too fuzzy to make out what it might be.
