Thank you. Yes, those are traffic cones. This wooden pier juts out into the water at an angle, and the place where the cones are is the other side of the pier where the water is coming in to the sidewalk.
I'm not sure why the cones are there, but there is always a street music group playing there, and maybe the cones are there to define that space permanently for that activity. The other day they were playing Amy Winehouse songs. Here is another picture of the same area from last July without the water droplets and plastic window.
