Yes. The structure on the left is where you walk onto to board the ferries, which can dock on both sides. The building on the right is the ticket place and has a big coffee shop which is nice to visit. It's called Panama Bay.
The ferries are twin hulled catamarans and can go about 30 mph. They're pretty fast. They take about 50 minutes to get from Vallejo to SF. Here is one of them coming in from SF while mine is departing; cranes on Mare Island in the distance.
